[IEEE1904.1] Invitation to Ballot, P1904.1
Dear SIEPON members,
Those of you who attended the last meeting and participated in the myProject's "Entity Project Enrollment" exercise may have received this invitation already.
If not, please note that IEEE SA has issued P1904.1 Sponsor Ballot Invitation. Entities that accept this invitation will form the ballot group and will be able to vote on SIEPON draft once it progresses to Sponsor Ballot phase. Please, follow the instructions below to join the ballot group. The deadline to join is March 28, 2012.

The IEEE Communications Society Society/Standard for Service Interoperability in Ethernet Passive Optical Networks invites you to participate in the New Sponsor Ballot for:

Title: Standard for Service Interoperability in Ethernet Passive Optical Networks
Scope: This standard describes the system-level requirements needed to ensure service-level, multi-vendor interoperability of Ethernet Passive Optical Network (EPON) equipment. The specifications complement the existing IEEE Std. 802.3 and IEEE Std. 802.1 standards which ensure the interoperability at the Physical layer and Data Link layer. Specifically included in the proposed work are:
- EPON system-level interoperability specifications covering equipment functionality, traffic engineering, and service-level QoS/CoS mechanisms;
- Management specifications covering: equipment management, service management, and power utilization.
Purpose: To build upon the IEEE 802.3ah (1G-EPON) and IEEE 802.3av (10G-EPON) Physical layer and Data Link layer standards and create a system-level and network-level standard, thus allowing full "plug-and-play" interoperability of the transport, service, and control planes in a multi-vendor environment.

OBLIGATIONS AND RESPONSIBILITIES OF BALLOTERS
============================================
IEEE-SA entity ballots allow for one vote per entity. An entity's vote is registered by its Entity Ballot Representative (EBR) or Entity Ballot Representative Alternate (EBRA). The Entity Member Representative (EMR) may serve as the EBR or EBRA if desired. The EMR also can determine who serves as the EBR or EBRA.
If you are the first individual who affiliated with this entity for this ballot group, you will be considered the EBR. Your responsibilities will be to vote on the acceptability of a new or revised standard, or on the reaffirmation of a published standard, submitted by the IEEE Standards Sponsor. Once the document is ready to be balloted, you will receive a notification via email. You will typically have 30 days to review the document and return the ballot with your vote. As the EBR, you are agreeing to participate in this ballot and you have an *obligation* to respond. Failure to return a completed ballot may disqualify you from participating in future ballots.
If you are the second individual who affiliated with this entity for this ballot group, you will be considered the EBRA. Your responsibilities will be to assume the draft document review and voting responsibilities of the EBR should the EBR be unable to do so. Comments from the EBRA are welcome.
Any other individuals who affiliate with this entity will be placed on a wait list. The EMR may determine that an individual on the wait list should serve as the EBR or EBRA.

1. Log onto myProject (http://development.standards.ieee.org/my-site), the IEEE Standards development system, and click the tab for "Entity."
2. Click the link for "Show/Join Open Ballot Invitations."
3. Scroll down until you find the open entity ballot group of interest to you. Then click the "join" link under the "Actions" column.
4. Key in or select an affiliation identified as an (Entity Member) from the drop-down menu, appearing as you type in your affiliation in the Affiliation window. Enter your Employer in the employer window. Select your classification category, and click OK at the bottom of the screen. You will then be taken to a page to ensure you have made the right choice. If you click "OK," you will be enrolled in the ballot group as the EBR. You will receive an on-screen confirmation that the entity with which you affiliated successfully joined the group.
Note that if the organization that you represent does not display in the affiliation drop-down menu with an "(Entity Member)" designation, it means that your organization is not an IEEE-SA corporate member. If your organization wishes to participate in this ballot, your organization may join as an IEEE-SA Basic or Advanced corporate member and participate in an unlimited number of ballot groups, or may enroll in a single ballot by paying a per-ballot fee.
5. If someone else from your entity has already joined this ballot, you will be offered a chance to enroll as the EBRA. If you click on "OK," you will serve this role in this ballot. If you are interested in participating in this ballot but the roles of representative and alternate have already been assigned, you will be given the option to be put on a wait list. If you click "OK," you will be placed on the wait list. The EMR can shift ballot responsibilities among those indicating an interest in this entity ballot.
